Missing Ladder In Solitary

I went through a strategy guide trying to figure this out, but apparently there's supposed to be a ladder in Solitary in the red-lit crawlspace near the acro powerup but it isn't there. Is there some workound other than cheating?

A ladder only appears in easy mode. Otherwise you have to try and jump while crouching simultaneously to get to the upper pipe. It's a bit difficult at first, but it can be done.
