Making ion blaster ricochets harmless to player on easy skill

sometimes it gets really annoying and I always wished about this particular feature in the past

After 01-23-15 the new build will have sv_no_ion_damage. Set it to 1 before starting a new game (or use forcecvar sv_no_ion_damage 1 and save the game).
