Feeling of being lagged/severed connection in the game

This issue affects all modes (SP, Coop, and likely DM but I haven't personally seen it in DM).

In some maps, like e4m2a, e4m2b, and various maps in E1 I can't recall off-hand sometimes you can open a door or come up out of the water and the game will have you be lagged in place as if a connection was severed and you will be stuck in place momentarily for a few seconds until you break free.

E4M2B is the best example I've seen and can reproduce somewhat often. The skill level doesn't appear to make the difference. In the screenshot provided, http://dk.toastednet.org/e4m2b_glitch.jpg, go to this area and come up to the surface, try and do it aruond this general area and sometimes you can get stuck in place and feel this phenomenon.

    The E1 map that it can be obvious in rare occasions is E1M4A. Out by the loading dock sometimes if you open that big door that leads to the loading dock or I've been outside before shooting the ion blaster and it would happen. In SP with sidekicks, no sidekicks and even in coop.

    My only theories may be some AI tasktypes overflowing or some other kind of extreme packet overflow.

    I've resolved the issue in single player by increasing the MAX_MSGLEN to 32000 (fitzquake limits) but coop will still exhibit though it's rarer to experience it since the gib amount is decreased from 16 to 6 in online play.

    LordHavoc gave us permission to implement a solution taht will reduce packet overhead, hopefully Knightmare can take a look into do this. If we change the protocol older 1.3 versions will be unable to connect to servers and 1.2 support is completely dropped now because of the required map packs.
