delete missing signatures deletes ???-### sigs

This is a change from the old behavior and causes trouble updating systems with exits that haven't been fully scanned out.

Impossible to fix. Because obviously I cannot possibly match a signature that has no information that would directly match to pasted results from EVE. The only way I can know what is not in a paste is checking the full signature ID

Clearly not impossible, since previous version behaved this way, though probably requires special case for ???-### signatures.

your correct - I looked at all code and saw a tiny check for that. Functionality restored with last push. Reload and signatures without a full signature ID should not get deleted anymore. Sorry for the confusion on my part, thanks for bring it up!
