syracusae trading problem

i think the problem is in the empire maps the citys with blue flags dont turn red and makes un able to trade, i fast forwarded the match at 300% for about 10 minutes and still nothing

detailed: + blue flags means untrade able and red means trade able + the flags dont change to red at any point in match

its a sea trade and ive built docks with workers everytime
