Bug in Market<->warehouse interactions

It could be that I haven't played this game in roughly 15 years and don't quite remember the interactions but I have ran into a few issues several times. In a 9x9 I've placed markets right next to completely full warehouses/granaries of food and my markets have claimed to be unable to find food for years(game time).
