Resolution issue 1920*1080

My screen is set to 1920*1080, but if I adjust the game display settings to that resolution and choose "full screen mode" the actual gameplay window gets very tiny and off to the right. Please see attached screenshot. I don't mind having black borders, but I struggle both with the window size and placement.

Any suggestions on how I could fix it?

Edit:

If I choose to continue playing with the window off center as above, the gameplay fills out the screen - and beyond; the city doesn't fit on the screen - the sidebar is hidden outside the screen to the right.
