Don't allow builing dock on an sea - with no access to the trade point

an error message is displayed ingame - but the building is build. In orign game it wasn't build if there was no access to the trade route

I think it possible to create dock where you want, but need to show warning message if dock have access to trade route. Any suggestions @lars_gusowski?

currently it is possible to build it every where - yes - and the warning message is displayed - yes

i gues it will be better if the dock wouldn't be build (and the money get saved) if it is an inner sea and no trade would be possible
