Cant Use mouse to move or run game in fullscreen :(

the title says it all really. when I'm in game I'm not able to use the mouse to move the screen only the keys. I'm also not able to run the game in full screen mode without my monitor going blank and saying 'out of range'. Any help is appreciated :)
