Prefects aren't working

Hey man playing CesarIA and after the last update my prefects even though fully staffed wont spawn the little dudes that walk around and be prefects. which sadly means that as soon as some enemy soldiers or barbarians arrive all i can do is watch them poke every thing into rubble =(, any tips on how to rectify this problem? Thanks and love your work so far =D
