CaesarIA will not start

2016.06.25 through steam, CaesarIA (WORK IN PROGRESS/Build 80)

it will NOT start, all it does is open a black page with an overlay "Changes in this update"

The game does not actually start.

w7 64b, i7-4790k, 16GB ddr3, gtx 780.

checked properties/local files/verify integrity... nothing indicated needing to redownload. CaesarIA in the steam folder is 177MB in size; 852 files, 13 folders.
