Gifts/Goods to Imperator

Hi, I'm playing the mission capua. I can't enhance my favor from the emperor, because I can not send him the required goods. The button "Send goods to Imperator" isn't working. I can't also celebrate parties for my people because of the same problem.

The gods are always angry and send me their anger, even if they are happy according to the Religion Consultant.
