Prefects won't load

Hi, I had a city of about 400 with 8 or so prefect posts built and fully employed, however none of the prefects were actually marching the street. A gang of 3 marauders from an angry Mars were able to destroy my whole city without one prefect intervening. This occurred on level 2. Not sure what the problem is.

Same here, no prefects were intervening or were present at all in my eyes
