Issue - Tarraco: A Peaceful Province

This city won't permit me to build any water related structures. Not even a basic well. I don't know how I'm going to be able to progress in this city if I can't provide standard water supply to the people. Button is dark blue.

On a less important note I also have no access to religious structures, but that button is grey and appears to be part of the level.

This is the first time I have encountered this issue.
