Gameplay is not working properly

When I attempt to play a random map outside of the scenario the maps are buggy. The game will not allow me to build anything but roads and houses and therefore is impossible to advance. The campaign doesn't seem to have the same issue. The buildings that are allowable on those maps are useable, however, when attempting to play a single map scenario nothing loads properly.
