Emperor's requests cannot be complied with

Even if I have enough goods to send the Emperor, the button to do so doesn't work. Also, I can't send his Majesty a present. Or make a festival - all those buttons just can't be pressed.

I'm playing on MacOS High Sierra. What additional info do you require?
