Wheat farms not operating at full efficiency despite full employees

I'm in the second career mission, and my wheat farms are barely producing anything (most of them are at 13% efficiency, despite being on fertile ground and having 10/10 employees). They claim to not have enough employees. Immigrants also won't come because of a lack of low level housing, but the majority of my housing are small tents with space for more occupants.

Also, this game cannot be found in the Steam store by text searching the title (or any derivation of it). I only found it by narrowing search criteria.
