Houses dont detect a road nearby for new settlers to arrive

Former user created an issue

lower row of houses is constructed first. then aqueduct is constructed, then top row of houses, then the top road

This top row of houses (some of them) dont accept new settlers, saying that it needs a road. even with a road nearby.

I assume aqueduct newarby or diagonally placed houses spots are the issue that prevents road finding. Normal city blocks (like 55 and 77) are working okay. But i like the ability to test non-usual city blocks too as an option

Removing those houses and placing new doesnt solve it either.

I would send a savegame, but i cant attach 2 files
