All the sudden, housing wont evolve

I played for about 3hr yesterday with little to no issues, then all the sudden i got to Capua and none of my housing will evolve above a tent, it says to improve "desirability" but no matter how many plaza and fountain i make it doesnt work. I have tried other levels, and even open map play and the issue persists... Please help! i was having so much fun....
