Cannot get menu to start/load game

I changed from windowed to full screen mode and now there is no menu after the initial loading. It should have a screen to enter the governor's name and then go to a menu to start new or load. I don't get any of that now. There is no way to get to the options menu so I cannot change back to windowed mode as far as I can tell.
