plaza and garden with temples around would not allow 2nd lvl houses to upgrade due to desirability even though that should be plenty of it to go around.

i am thinking that the low level houses are having a far heavier negative effect on the surrounding area than they should.

I do not see how this is possible, temples, gardens as far as the eye can see, and plaza's all over. typically you don't have to use any plazas until at least you get to small casas. i don't see how this isn't a bug.

this is in original c3. the 2 scenarios are nowhere near equal or anywhere near equal. unless we are doing a completely new desirability scheme/formula.
