Is there a way to allow users to be offline on Steam to play CaesarIA? I would like to be able to play on the train to work sometimes, but I'm not paying for the onboard wifi!

The latest Steam update doesn't seem to fix this. I'm still presented with the error saying I need to be online to play.

So it isn't possible to run through steam in 'offline mode'?

Okay, thanks. It isn't possible to run -nosteam on 64bit linux as steam only seems to use 32 bit packages for all games.
