Scrolling - does not always work

I played the game a few times, and sometimes the scrolling when reaching the side of the screen worked and sometimes I have to right click and drag to scroll. I did not manage to find out what I had done to change this behavior, but being unable to scroll when choosing where to build without dropping the build option, moving and re-selecting the build option is VERY tedious.
