Sorry, maybe i'm missing it, but what's diferent? both report 23% unemployment.

The only odd thing is that you have unemployment and still one of your farms doesn't have workers. That probably due to the walker mechanics of the farms, that farm is too far away from the houses to get people to work on it, or it still didn't have time to get the workers needed. Is a little dum, but that's how Caesar 3 worked.
