Bug with stacking goods (S)

The mission at Capua, have to send oil to the Caesar, no prob. But as soon as I have to send Fruit, I can't stockpile it! I can never gather up to 15 before someone takes it away. with a population of around 800, I have 6 wheat farms, 6 fruit farms and 4 olive farms going, so there should be plenty of food. Very frustrating. Once I can't deliver those requests, Caesar starts to attack, and stuff starts to go really slow.
