Warehouse instructions broken

1. Click on warehouse.
2. Click on "Special Orders" -> it open "Warehouse instructions" window.
3. Set 3/4 for Wheat (or other good).
4. Close "Warehouse instructions"
5. Click again on "Special Orders".
6. Wheat is back to "1/4" ....

This is annoying because i like to have "dedicated warehouses" (100% clay warehouse, 100% pottery warehouse etc) and this bug prevents it.
