Cannot build on cleared land?

Trying to build a dock on the water edge, however the game is telling me that the land is not cleared, when clearly it is.

Also, a minor bug/glitch, there are green tiles in the water.

Nevermind, I did not put the last row of tiles in the water. I would recommend either editing the error message or make it so that it is only green when it can be placed properly (aka, when the tiles are in the water).
