Employment issues

It seems no matter what level I play on, there are serious issues with employment. I will have an unemployment rate over 20%, but I will also be short of workers by 30 or so. So I keep getting messages that I don't have enough workers, and also that my high unemployment is an immigration deterrent. So I'm not sure what's going on there. I have made sure that it is not an issue of having a lack of access to workers, and it even happens in very early city development.
