worker algorithm has some problem

When workers are insufficient, for instant, farm workers are 40 but granary worker is 0 with no market worker and no warehouse worker.

Then food production halts, because delivery stops, so all system halts.......

This algorithm will not change even I try to change the rate of workers of labor allocation in senator.

So the algorithm should include redistribution of workers, especially delivery system(granary, market, warehouse, and so on) should work.
