Graph axes for the bar charts and line charts are supposed to be fundamental in charts, Why is this left to the implementer?

Because there are many different ways in which it can be done, some of which may not be satisfactory to the user... Its up to them to choose how they would like it :) there's not much in the way of work in implementing this by oneself anyway
