    quick look, and comparison to the known (or presumed) working compatibility file...

    image pack

    "DMG-P-APAE": {
        "checksums": "ea9bcae617fdf159b045185467ae58b2e4a48b9a",
        "id": "DMG-P-APAE"
    },

    compatability info

    "DMG-APAE-USA": {
        "id": "DMG-APAE-USA",
        "sort_title": "pokémon red version",
        "checksums": "ea9bcae617fdf159b045185467ae58b2e4a48b9a",
        "compatibility": 0
    },

    your product format is different, and thus the games would identify differently. i could presume that its finding the compatability info first and trying to use that. thus its looking for DMG-APAE-USA-title-screen.png when the file is DMG-P-APAE-title-screen.png?

    the compatibility info and preset info files used the same feature. so when there is conflicting info, one is ignored. only the first found one is used

    this is very likely the issue happening.

    why is... im guessing that when I busted my ass to fill out the basic info of all the USA compatibility sheets, so no one had the excuse of "i dont want to look up product ids!!!"... well... i changed the product id format from what you had previously set up to use with the image pack
