Jagdpanzer IV L/48 is missing TertiarySpread for smoke rounds

Matt Hands created an issue

TertiaryProjectileClass is smoke round, but cannon class is missing a TertiarySpread value in defaultproperties. There is no inherited default value, so this means there is no spread.

Should be TertiarySpread=0.003570, same as stug and panzer IV smoke rounds.
