Higgins boat - driver sometimes cannot exit

New PlaceExitingDriver() sometimes finds a DH_BoatBlockingVolume in the way, preventing exit from position (by pressing 'use'; switch to MG or passenger is still possible).

Example: closer to the shore on Dog Green, although can exit ok further out.

Have experimented and changing exit position Z value from 150 to 100 seems to work, at least on Dog Green. Will commit & resolve.
