Must be prone to reload PIAT, but player can stand & move immediately after starting reload

Matt Hands created an issue

It's too easy to prone momentarily to start a PIAT reload, then immediately jump up and move around while the reload progresses.

Will block as part of anti tank weapon review I'm committing.
