Vehicle bottom out sound can be heard accross level and plays too often

When hitting a terrain elevation change hard enough a bottom out sound is played that has no range and can be heard by everyone on the server.

Steps to reproduce: 1) Drive very fast at a hump or hit some really rough terrain 2) Notice loud bump sound that can play multiple times before finishing
