Team killing kick system can temp ban on first violation

If enough team kills to account for 2 violations at the same time, the system will count it as 2 violations and session ban the instigator.

Steps to reproduce: 1) Team kills 2 x TK violation amount (test server = 4) so 8. 2) You will be session banned for the duration of the current level

Note: I believe this will also occur if you have 3 FF kills, and then FF 5 teammates at once.

Should this be a feature or should I fix this?
