Higgins boat passengers attaching incorrectly (mostly under the boat)

1st person camera view is nearly under the boat, but root problem is that passengers are not attaching correctly & only their heads are above the bottom of the boat.

Fixed in commit 4693e8f.

Example of where rider pawns were formerly & a little bizarrely using the camera bone as the attachment bone & completely ignoring the attachment bones specified in the vehicle's PassengerWeapons array. Fixed WeaponBones in that array to be the correct attachment bones.
