Players are able to "duplicate" map votes by voting for a map and leaving the server

Steps to Reproduce

1. Join a populated server.
2. Vote for a map that has at least 1 vote already
3. Disconnect from the server.
4. Rejoin the server and observe the vote count for that map.

Results

The apparent votes for the selected map doubles. It is important to note that these duplicated votes do not actually get tallied when the server decides what map to travel to next. However, when exploited, the map votes can reach into the millions or billions of apparent votes.

Expected Results

No such apparent vote duplication occurs.
