Toggleable Scroll Bar

I find myself accidentally pressing the scroll bar on the right a lot, causing the comments to jump all over the place. A simple option to toggle the scrollbar on or off would be greatly appreciated

This is already an option in the settings. Under "Comment Options" > "Display fast scrollbar for comments."
