Can't transition Ideas

I don't appear to be able to move an idea along the workflow.

As a space or system administrator, if I open an Idea, and click on the New lozenge, I get a window that shows the evaluation criteria (BTW, this screen has a typo, it says creteria).

Neither "Not quite now" or "Next" do anything. They visually indicate being clicked, but they do nothing. Only Close works.

No log entries are generated when clicking these.
