The Curve options dialog box will appear when:

• User highlights curve then right clicks on curve and selects 'Options' (current)
• User highlights curve then right clicks on a control point and selects 'Options' (new)

Is this a new Curve options dialog box? Will it replace the existing Curve options dialog box?

It is old dialog, but now you can call it then right click on a control point. It is little trick, a control point say the curve show context menu.
