Rename Layout tool in left menu from 'Tools' to 'Create new Layout'

When the cursor hovers over the icon in the Layout section in the lefthand menu, the tooltip shows label 'Tools'.

    On my screen the tooltip is black with white letters.

    In the screenshot the tooltip is light grey with white letters, it is difficult to see in the left hand menu

    Just empty tooltip property. Valentina will handle it. @valentina177, am i right?
