New tool: Dart

This Dart tool has been talked about quite a bit for years, it never seems to make it into the issues list.

Dart on a line:

Dart on a curve:

Select the curve
Enter length along the curve to create the dart midpoint
Enter width of dart to create the dart side points
Enter depth of dart to create the dart point
Enter angle of dart (default is perpendicular to the tangent at the dart midpoint along the curve)
Select the line endpoint of the curve towards which the dart will be folded

Result of the Dart Tool is four new points:
1 Dart point
1 Dart midpoint
2 Dart side points
