Builds on one CPU unlike other projects which use the -j N flag to parallelize.

Judge by this

Actually, this was caused because it was using 'make', which is the BSD make, instead of GNU make 'gmake'. I've patched this.

No, with GNU make it still has this problem.

It builds on one CPU. Projects typically use all CPUs to build.

I must ask this question. Did you specify the key -j manually?

I don't understand where is problem because i always use this key without problems. Plus if bug exists it should be on side of qmake/make or wrong build configuration.

You are right, this was due to some glitch. Now the problem is gone.
