Create Arc tools: Add option to generate arc endpoints

Now arcs are created without endpoints. If an endpoint participate in the further drawing the user have to do extra work to place points exactly at the arc's end(s). This is especially true for the arcs with fixed length, because there is no way to build endpoints beforehand.

It would be better to allow the choice, whether to generate endpoints or not, in the tool option dialog or to make a separate tool building endpoints of the arcs.
