Windows installer doesn't provide correct override.

Roman Telezhynskyi repo owner created an issue

Way 0.6.1 → 0.7.0 works correct. 0.7.0 installer calls uninstaller. But opposite way 0.7.0 --> 0.6.1 doesn’t. This causes installation of wrong files.

Installer for 0.6.2 must be tested for this behavior.
