Description
We have been encoding VELOSYS keyword values as bool, which is wrong per the FITS 4 specification. Should be float.
Also, I have changed the header refactoring method to exclude the FITS compression keys from refactoring. Might not make a difference but it is better to be safe with core FITS keywords what we don’t add ourselves.
