In a recent FITS spec update, some L1 keys were set to be required that aren’t supplied in the L0 data. This PR relaxes those requirements in cases where the L0 spec description implies that the key might not exist. The most common example is when the text Keyword not present, if not used is in the description.
I would very much appreciate confirmation that I caught the right keys to be required / non required as releasing the FITS spec is a heavy process.
