This PR adds a parameter that allows us to switch on/off the background light correction. Notably, the parameter value is taken as the closest value in the past to when the data were taken. This is a new style of parameter; all our other parameters look from the most recent value compared to when the pipeline is run.
By setting up the parameter this way we define a point in time at which the background light has been fixed in the instrument and flip the switch to “off” at this time. All data taken prior to that date will always have background light correction and all data taken after will not.
