Merged in dev_framework (pull request #116)
This PR wields the new functionality in dkist-processing-common to produce development workflows for use either locally or on PROD. Specifically:
Replace all instances of intermediate_frame_helpers_write_arrays used to make debug arrays with debug_frames_write_array.

Two new workflows to show examples of how the new functionality in *-common can be used.

Updates to the Grogu test (which has been moved to “tests/local_trial_workflows.py” to use the new *-common framework.
Right now this PR exists mainly as an example case for the corresponding PR in *-common and should not be merged until the *-common PR is finalized.
